I'm not the best at when it comes to writing long essays, but some times all you need clear steps as what to do.
when you starting VCSA 7,0 shows error " no healthy upstream"
check if the CPU usage of the VCSA is high ? if so give it some more time
check if all the services are running or not ? if not give it some more time
as a long term solution you can try one of below, but there is no real reason to restart vCenter that often :)
upgrade the system Hardware version
change the OS type by Editing settings > VM Options > General Options > Select VMware Photon OS
increase Memory and CPU <= keep this as the last resort
