When Try to upgrade HCX appliances failed with below error
Unable to get lease in ready state for vCenter https://VCSA.local. Cause: A general system error occurred: PBM error occurred during PreCreateCheckCallback: Connection refused: The remote service is not running, OR is overloaded, OR a firewall is rejecting connections.
since the error pointing to the VC found out multiple services were not starting
vmware-sps vstats wcp vmware-content-library
error was exact match for https://kb.vmware.com/s/article/67953

but my case, no duplicate Administrator account in the vcdb
it was down to a missing vpxd-extention permission in Global permission
fixed the permission
services were started successfully and able to upgrade the HCX appliances
